DRCC’s Environmental & Climate Justice Legislative Priorities for 2025

 

The Cumulative Risk Burden (CURB) Pollution Act would change Washington's permitting process to include Frontline communities and environmental justice concerns. By amending the permitting process, CURB would require a new or existing project impacting the land, water, or air to complete an Environmental Justice Impact Assessment and consult with community. This process would happen when a permit resides in a Frontline community based on the WA Health Disparities Map.

 

Phasing out leaded aviation fuel is critical to protecting the health and wellbeing of airport-impacted communities like South Park, Georgetown, and Beacon Hill. Currently, many of the small piston aircrafts that use King County International Airport use leaded aviation fuel which is dangerous to our health. Lead has been out of our homes, paint, and car fuel for decades; why is it still in our airplanes?

Last year, California and Colorado passed similar laws to phase-out the use of leaded aviation fuel - let’s do the same!

 

In 2020, Washington passed a landmark law that directed the WA State Department of Ecology to adopt California’s vehicle emission standards to help protect Frontline communities and help WA meet its climate goals. The Advanced Clean Trucks (ACT) Rule is one of these standards and it requires that manufactures sell a certain % of zero-emission medium- and heavy-duty trucks.

However, now bad-faith actors are spreading misinformation about ACT in Washington and across the country, attempting to delay its implementation, or start date. These actors are prioritizing profits over the health of near-Port and near-highway communities, as well as WA’s climate goals.

 

We want to ensure that budget funds are living up to the promises of the Healthy Environment for All (HEAL) Act and the Climate Commitment Act. The HEAL Act set a goal of investing 40% of environmental-related funds to benefit environmental justice and Frontline communities, and we plan to hold the Legislature accountable.

We are aligned with our partners at Front & Centered in asking for 1) improved accountability measures to track funds 2) sustained investments and 3) new significant investments.
